By the late 1980’s the Corporation was able to lead the establishment of the largest redevelopment district in the county and elected volunteer Project Area Committee to advise creation and implementation of a redevelopment plan. Additionally during this time, the CHCDC was able to enroll in the City Nonprofit Capacity Building program which allowed the Committee to acquire, rehabilitate, develop and operate quality affordable apartment homes. This process allowed the CHCDC to achieve its designation as a Community Housing Development Organization (CHDO).
